Using cell phone records to track a person's whereabouts and movements is an important part of criminal investigation, as well as providing peace of mind for people who suspect a person might be "up to something."  While law enforcement agencies have their own tools for tracking a cell phone, you can do something similar by using data usage and records to track that person.
